When installing meter tails into a consumer unit is it acceptable (I know it doesn't seem common practice) to remove the outer grey sheath from the tail leaving the appropriately coloured insulation on within the enclosure? I got told off at college for doing this and don't see why, as when bringing T&E into a consumer unit you strip the outer sheath within the enclosure leaving the coloured conductors and insulation, so why not do this with double insulated tails?

Nothing wrong with it at all as long it is within a enclosure, on the meter connections though I use insulation tape to identify conductors.

You should ask you lecturer why it is wrong and what regulations it breaches.

I did ask why it was wrong, citing it being the same procedure as T&E, and he didn't have an answer, so now I just resentfully do it the 'conventional' way and sleeve it with tape, which seems a bit rough to me as it can dry out and fall off. Also more often than not I am given a few metres of any-old-colour so half of it would be the wrong colour anyway.

We're being taught the same thing in college, and spoke to a spark who was pulled up on his NICEIC inspection for leaving a couple of mm showing. There must be something in the regs....

I will assume you must be saying about the bared copper at the terminals showing,in which case he is correct

If you are talking about the outer sheath, don't believe for one moment what the Niceic say is regulation
They have a nasty habit of believing their own nonsense ( if its a domestic installer assessor, there is your answer why this tripe is dished out)

The OSG says that tails should be insulated and sheathed or insulated and enclosed within containment, for example, conduit or trunking. So surely they don't have to be sheathed within an enclosure (I wouldn't cut the sheathing off though, I just take a bit off where the tails terminate into the main switch so the colour can be seen).

This is absolute radish. Ever tried leaving the sheathing on larger tails ( 25,35,50mm) ? It can actually prevent you getting all the way into a terminal sometimes, leaving exposed copper outside of the terminal.
Ignore this rhubarb.
