I have installed a 16mm Twin and earth Sub Main Supply to CU, and realised the earth is only 6mm. Am I ok to run a 10mm alongside it to make it up to 16mm or can I run a 4mm in as 16mm only requires a 10mm Earth doesn't it?

It depends on what size protective conductor you need, and what functions it needs to perform.
The adiabatic equation will tell you what size it needs to be to fulfill the requirements of a cpc.
If it also needs to fulfill the requirements of a bonding conductor then it needs to be at least the same size as that required for a bond.
