You first need to find out is it surges, what else is on the supply and what blew up on the circuit board? The circuit board should not blow up from spikes on the supply!! What kind of installation is this, how is it earthed, how big is the building and what other loads are attached to the supply. IF you think it is surges, or wish to survey for them hire or purchase one of these http://www.fluke.com/fluke/uken/Electrical-Test-Tools/Power-Quality-Tools/Fluke-VR1710.htm put it in a big plastic adaptable box next to the fire alarm and use an additonal fuse spur to power it, it has a male IEC plug on it so you will need to get an IEC female lead, cpc.farnell.com and others will help. Once you have some more data and think it is big surges then you can get kit from ABB that can be din rail mounted and has alarm contacts if the surge protection is overloaded...
