I recently contacted UK Power networks as to whether it was possible to install a switch fuse in the meter cabinet as the consumer unit is over 8 metres away from the head. Their reply was 'it has got nothing to do with us, you should contact your supplier'.

Problem is that this is a new build and the owners have not chosen their supplier yet and what if different metering companies have different rules. I have even seen consumer units in these so what are the rules?

The trouble is , is that there is not any cupboards within 3 metres of the head

The meter cabinet belongs to the property owner.
As meters are quite small now, there should be plenty of room for everyone.

Is this definately correct as I was under the impression that it was not allowed, I may and am probably wrong about this but I will be gutted as using the cupboard would have helped me out on several occasions.

I just remember as a newly qualified and very green electrician getting a verbal assault from a metering guy for running an SWA through a cabinate.

Feel like I should have nutted him now lol
