Hi all... I was wondering why in the olden day electricians use old switch gear for heaters

It only feeds one heater and is a storage heater???

Any thoughts ?
 
It's very old about 60 years the fuse had blown and we can not find one that fits... It's large with switch gear on the front in large writing.

Why would this be used?? For one heater?
