Wiring cooker hood into a switched fuse spur with a 13amp fuse in the spur. The cooker hood is 3amp. Should I swap out the 13amp fuse in the spur with a 3 amp fuse?

Instructions for the hood should tell you what fuse protection is required, but as a general rule a 3A would likely be the best choice.
The pics you put up of the consumer unit are all good .....all circuits RCBO protected and as above swap the fuse out for a 3 amp
