Extractor fan on a domestic bathroom lighting. (There is no secondary switch in bathroom ceiling. Lighting and extractor fan both on PIR sensor right now).

537.3.2 "Where practicable, a device for switching off for mechanical maintenance shall be inserted in the main supply circuit".

It's not "practicable" - but only under the argument that customer doesn't want a dangly cord in the ceiling. Does this get him round the need for a mechanical switch? (Only means of isolation is the lighting MCB right now).

 
The lighting MCB would be the means of isolation for mechanical maintenance in your case. As the MCB is remote from the location of the fan it would need to locked-off, with the relevant warning signage, to prevent accidental re-energising of the supply.
Some may argue there is an issue with killing the lights in a bathroom without a window or other source of light, when carrying out a maintenance task, but this nothing a battery head-torch or task-light will not solve.
