So, who uses T & E outside and to what extent

what are it's official limitations? as it is double insulated, the outer insulation serving as mechanical protection

There was a T&E which was flat T&E with steel wire armour wrapped arround with a thin PVC cover. Don't know if they still make it.?

Direct sunlight will degrade PVC sheathing, black sheathing can reduce this though but not much. Also cold weather can make it brittle.

That is what I believe, I think you can get some stuff called high tuff or something though for outside.
