Hi. Can anyone advise please?

A customer recently bought a porcelain table lamp from my store but it was ordered from Portugal and had no wiring in it. It was just a porcelain shell. They have now asked me to wire it for them, a switched BC lamp holder and a plug lead.

Am I aloud or is there a reg that forbids it?
 
I'll have a stab at this but don't take it as gospel.

If you fit kite marked fittings and it passes a pat test I can't see why not. But If this is wrong, it will be shot down in flames soon :)
 
I appreciate the need for safety but it's definately gone too far and is evidently damaging young people's job prospects - it's drummed into these kids that the default response to anything is "no you can't do that unless you've been on the special training course".
Years ago in a pub I worked in there was a 16 year old waitress who would come out with some corkers:

Q: How do the tables fit together?
A: Well one stays where it is, then you push the other one next to it.

Q: Who does the coffees?
A: You can do it yourself - get the jug of coffee and pour some into a cup.

I found it quite a peculiar sensation when I became a sparks and was expected just to get on with it because too much thinking was costing the company money after years of being told you couldn't change the water in the water cooler without doing the training, you had to call IT to move a computer, you had to call maintenance to get someone out to change a lightbulb (or if you will, "lamp") and any use of initiative is rewarded by a very patronising dressing-down from some snotty nosed jobsworth 'supervisor'.
