I currently have

City & Guilds 2391 Level 3 Test & Certification of electrical installations.
City & Guilds 2377 Inspection and testing of portable appliances.
City & Guilds 2381 16th Edition Wiring Regulations.
BEng. (Hons) Electrical and Electronic Engineering.

From time to time I do some wirring and test and inspection in domestic properties.
I am not registered with any professional body.

Question is. Can I do the test and inspect and issue certificates for domestic properties
 
answer to the question is YES, but to do remedial work, part p would apply, so you would be best off joining elecsa , napit or niceic if you want to carry out notifiable work. for the test/inspection, your qualifications are more than adequate. only time you may find a problem is if the client ( say a local council) insist on you being a member of 1 of the aboce scams.

you would use the green certs. available in book form from wholesalers, or online from castline formfill, or generic ones on ebay.

I agree but it may be worth mentioning that you should consider updating your knowledge from 16th edition BS7671 to the 17th Edition as a lot has changed. Also not all work needs to be notifiable and therefore membership of a scheme is not always necessary. What sort of domestic wiring work are you referring to?
