Whenever I've installed a new consumer unit I normally fill out an Electrical Installation Certificate & an Electrical Installation Condition Report but someone has told me this is too much & that all I need is the Electrical Installation Condition Report. Thoughts? I was under the impression you carry out an EICR before installing the new CU then issue & the EIC once the new one had been installed?
 
I can see your point yes. Everyone seems to have different ways of working. I also know of some sparks who fit the consumer unit, then carry out the EICR after they've done this & them issue both certificates. The person who told me just to use the EICR changes the board once he's made sure all the earthing is satisfactory, does the EICR and either passes or fails it. They're given the EIC & the EICR.
 
You don't need to do an EICR unless you have been asked to by the customer, you would carry out tests before for start work your own peace of mind so you know what your getting into, then you can make a note of items that require improvement or recommend an EICR on the EIC, excluding things like bonding that need to be done but you will of already found them in your pre work survey
 
You need to fill out an EIR, but along with that you HAVE to fill out Form 3 (schedule of inspections) and form 4 (schedule of test results).

I'm not sure why you would be filling out an EICR as well, this isn't required.

Then inform your scheme provider so that they deal with the building authorities and get the work notified.
 
To do a fuseboard replacement there is no requirement to carry out an EICR. It is essential that both the earthing and bonding are satisfactory within the installation and if they are not these must be addressed before the CU replacement takes place. If the client refuses to have the earthing and bonding done then you don't do the board full stop. It is advisable to do tests on individual circuits before changing the board especially if the old fuseboard had no RCD and you are now going to incorporate this as you could potentially be opening yourself up to all sorts of issues. Once the fuseboard has been replaced you inform building control and issue an EIC with a note in the extent of works box that a full EICR has not been completed and list the tests you have completed. This is the correct and only way to do the job properly if an EICR is not budgeted or asked for.
