Testing folloing pannel board change

Hi,

I am tendering to change a large pannel board in a council depot that feeds a number of office buildings and workshops.

A debate has raged in the office about the limitations of testing afterwards. Should we test the sub maind that come off this pannel borad or every circuit conected to each sub main. This would involve doing tests on aprox 35 fuse boards, after fitting a new pannel board.

Any thoughts would be apreciated.
 
Either way you do it I'd still be wanting to check the earths at the other boards,especially if they use the armour as the main earth need to know the earthing is still intact and meets requirements.
 
Think i'd be undertaking a few sensible tests Before, i touched the DB, over and above after completion of the change....
