Testing Other Peoples Work

It seems to be a big no no to test other peoples work and fill out an EIC. Can someone explain how it works on big sites where you have teams who only do testing. Arn't they then signing off other peoples work, having not seen it being installed or do they keep an eye on things as it progresses?
 
Part p is a load of crap. Everyday trainees are completing installs, then the big boss comes along and signs it off. No different than a diy'r coming along then getting a spark to sign it off.
 
Can you not then use the same procedure if someone asks you test an installation rather than doing a PIR, which seems to be the advice that is given on some of the other threads I've read.

Only if the person that's done the design and installation is available to sign it. That is often not the case with some of the situations we've been answering on here recently.
