Testing - SELV

Something is confusing me somewhat: Can someone, in idiot terms :13:, please explain what tests are required on a SELV circuit. For example, a downlighter in a kitchen with a SELV transformer. It is something that I cannot get my head around. What connections are made on the circuit and where and the tests to do.
