No way do I want to lose half an hour watching some bozos install lights, so I did scroll. Apart from seeing Bozo #1 trying to saw a larger hole with cables already in place, was there something else there?

And who would run that license scheme, and what would they decree to be the qualifications the individual needed, and how would they assess competence, and why would they be any better about doing anything about carp work by a licensee than the current schemes are?
