thermal cut out

hi, does anyone know if or where to find the thermal cut out on a nobo e series panel heater? im guessing thats the problem as their is power to the unit and the other heaters in the property had pants all over them thanks.

clothing i guess the thermal cutouts will have done their job
look at the label on the back for the website to get bits
