Has anyone ever fitted one of these to a dual feed towel rail?

Customer has a dual feed rad and complains that rad gets dangerously hot? So im looking into wether an element with a thermostat can be fitted.

Ive spoken to the company that supplied the rad and they say they dont do them with thermostat. So you can only really have it on or off.

Has anyone got experience with these dual fed rads? This particular one gets extremely hot and very dangerous if a child touches it.

Advice would be much appreciated
