3.7 flat roof ballast system. Client put planning permission in three weeks ago and has paid for independant structural engineer.

Planning is due back in 4weeks time. We've not taken a deposit yet.

Do we
1) lay rails flat, bolted to rails, leave gap between panels to ballast. Add angle brackets after 12 dec.
2) install normally and hope the planning comes through retrospectively?
3) offer to do the install after planning Only, so lower fits.

He has already spent best part of £1000...

He suggested we do option 1.
