Both have disadvantages TN-S for instance - if the sheathing of the cable breaks down this could go un-noticed for years as the bonding conductors would be providing a paralell path to earth. You would know straight away if a TN-C-S conductor was lost.
But the bonding conductors would provide a parallel path for a TN-C-S supply too.
In fact it could be argued that its even more dangerous to loose the PEN conductor of a PME, because the neutral will take a path from the earth connection at the service head and through bonded extraneous parts.
