From 1st May the Scottish Government will require all landlords who renew a lease sign a new lease to provide tenants with a TENANT INFORMATION PACK

The pack is around 20 pages long and is a legal requirement

The notable change is that it suggests landlords have their electrical check carried out by a registered electrician.
They ask for an Electrical Installation Condition Report- which is 8 pages long, as well as a portable appliance test.

As it curently stands landlords have a legal requirement to have safe electrics in Scotland, but not to prove it. Now they can be asked to prove it (via a certificate)

In England most are required to provide a 5 year cert for electrics and annual gas, fire and emergency lighting certs

The information pack is 'guidance' but it refers to the repairing standard- which is mandatory.
It also goes on to say:
Speak with your landlord if you have any concerns about electrical safety as they should be able to provide you with information on the latest safety inspection
Which I read as needing a certificate (you can't produce one if you don't have one)
