this brings back that old saying "You can lead a horse to water but cant make it drink" If the client wants upgraded fantastic if not note as suck on your paperwork with your recomendations and reasons for such Not reg numbers and techy stuff but in plain wording mentioning that an upgrade would enhance the installation and make it safer for continued use Poaaibly give client 2 or 3 options from RCD sockets to rewire
 
I will take the advice give and recommend a CU change and in the mean time to use plug in RCD's for garden stuff, I am sure she will go for the CU change as soon as she can.
