i have just bought a 48 element high gain aerial and put it in my loft (says you can) it is suitable for weak signal areas
however the strength is still weak about 55% (so my tv tells me) should be aiming for 85% (so my tv tells me)

so do i move it outside or get some kind of amp masthead or other..:confused:

If the aerial is not pointing towards the transmitter correctly then this could be part of the problem if an analogue signal. Once digital kicks in if the aerial is not spot on then you won't get a picture at all.
 
Put it outside, a masthead amplifier will only amplify what you put into it, so if the signal is poor it wont make it any better.

Loft installation is not recommended due to the reduction in signal and the increased amount of impulse noise that can occur.

Also bear in mind that to much signal can cause problems too, get a aerial installer to put it outside and align it with a meter. The signal levels displayed on a TV are not accurate either, with digital signal the quality is more important than the strength.
