as above really, is this a 60947-3, or is their fuses behind? Can you open these without turing them off?[ElectriciansForums.net] Type of Switch
 
No i dont think that is a 60947-3 :p A 60947-3 is main switch in a domestic consumer unit.

Sorry i was wrong i googled it and it seems it is a 60947-3

On some isolators like this you can open the switch by inserting a pi in the end of the handle
Look at the end of the hand, (the round end and see if there is a small hole (about 1mm or 2mm diameter)
If there is a small hole, this is where you'd insert the pin
