:confused: Just wanted to know the position regarding cert filling (NicEic) when faced with the situation that prvents you from takeing a Ze reading - i.e. multi site office fed with 3 phase pme supply & therefore unable to disconnect the main incomming earth to conduct the test.
 
Call the supplier and enquire what it should be and fill this value in. I'd also then measure as close to supply as possible to have a reference against Zs values
 
Is this a PIR ? if it is then you will have to mark it down as a limitation. Still try and take it and put it on the cert.

If there are old certificates about then even taking the Ze with the earth conductor connected, as long as it's not higher than the original you have a good idea that all is well.

If you have done an install and it is an EIC then if the install is on a sub board then you can take the Zdb as your Ze on the certificate. If there is just the one DB then I'm afraid you will have to mark it down under deviations from the BS 7671-2008 on your schedule of results

There's your answer, it's all very well sticking down 0.35, 0.80 or whatever your supplier quotes from ESQCR 2002 but you're better off with a measurement as close to the origin as possible with parallel paths still connected, adding a note to the report/certificate as Malcolm says.
