if i've read it right, the best practice guide recommends, worst case, that if a customer doesn't want lighting rewired, (at this time), then if no class 1 fittings are in special location, or able to be touched whilst also touching extraneous part, then unit can be changed for 17 th edition, and labels warning of the defects fitted?

or have i read it wrong?
 
Just about right,no class 1 fittings or swicthes and also maybe nylon screws on plastic faceplates therefore minimising the risk associated with class 1 accessories and no cpc,as long as its offered to rewire the lights and warning labels are on the cu if the client turns it down and you note it on the test cert then your behind is covered,this is all going from memory based on what i believe you have read on the esc website,probably quite old wiring,id be wary of the new rcds vs that wiring.
