upgrading after 12th december

Hi all
May be a silly question, got a potential customer with a holiday house. Wants to put a system on this and their own roof but cannot afford 2 4 kw systems right now. They want to know if we can install 2 x 2kw(ish) systems now and upgrade them later. What will they be entitled to FIT wise if they upgrade after the deadline? I know it seems a little silly because of inverter upgrading etc, not sure if we could put the larger inverters in now and just have a system that is not particularly efficient until they can afford the extra panels?

Any extension gets paid at the rate prevailing at the time it is put in. The rules on this changed a few weeks ago which got rid of the previous 12 month extension condition.
