Volts on N-E / L-E, none on L-N

Might be simple. I heard of this happening to a friend, but can't remember the reason.

Flourescent tube not working. Get no volts when measuring between L-N, and 120v each on L-E and N-E. Other lights on the circuit are fine. What am I missing?

Is this problem on the fixed wiring, or inside the fitting itself, because with florescents you will get all sort of weird readings
