Wall light over a cooker

Hi all,
Was in a house today and noticed a wall light fitted about 700mm above a range style gas cooker and got into a discussion with the installing electrician wether this was allowed, can anyone settle this for me.

minimum height for anything above a cooking appliance is 750mm for gas and 650mm for electric
