Wall lights and the 17th.

If installing wall lights in.1.5 mm sq live+cpc singles and 1.5 mm sq single core neutral, is there a requirement in the regs for the neutral to also carry a cpc as well as the live?

Have recently been informed of this, and told that this is now regulated by 17th Regs. Is this the case? If so can anyone provide me with the reg number please?
