2 ring mains split over 2 breakers? guess they got mixed during a board change and not picked up, obviously not tested properly. what code would you give this?

I would say 1 as it could be very dangerous for isolation purposes.

But then agan if I discovered it during a PIR I would just carry out the remedial straight away for how long it would take, unless of course it was in 2 different DBs.

1 for me too...would probably rectify and note on the form that a code 1 defect had been found and rectified.
