during inspection found 3 phase service fuses and cut out under kitchen sink. what code should this be 1 or 2?

It doesn't seem very safe to have 3phase service fuses under a kitchen sink behind waste and water pipes. if the sink over-flowed or a burst pipe there might be trouble. I thought it would merit flagging up. Surely under the electricity at work there's an obilgation to do so.

As the incoming mains would have been in situ long before the sink was fitted, it's the numbskull who desided to build a sink over the incoming mains whose at fault.

It would be cheaper to move the sink than the service fuses and cutout.

The suppliers equipment and location is not our remit as Ian pointed out

If you believe that it is a potentially dangerous situation, then perhaps contact the supply authority and inform them
It can't be coded for a Pir ,but if you were to note the observation on the Pir, it would at least be a record that you saw, noted and recorded the potential problem
It cqnnot however be an installation code
