I have recently joined napit and just started filling out my test certificates for various jobs. What do i do then with these certificates. Do i notify building control or napit. This procedure was not made clear to me. Could someone please shed some light on this.

Pass the certificate (or a copy) onto the customer,( as building control may want to see it if they are signing off the whole job if its an extension or new build), and inform NAPIT either online or fax and they send a notification to the local council building control

There is a section when you log on to the NAPIT site for Part P Notifications, use the post codes for your LBA for notification directly to that LBA, it's straight forward. The customer is sent a copy of the notification automatically by the LBA. There is a small charge by NAPIT and you buy credit for notifications.
