What is the point?

I have recently read a specification that calls for wall heaters with integral frost stats wired to an offpeak supply. It is for a small toilet in a brick building with door used for a community centre. I am speaking to the specifier tomorrow and will ask. I would like to run by you guys to make sure I'm not missing anything. What is the point of the heater?Thankyou for any help

i would imagine they are to stop the plumbing freezing up . ok as long as it only freezes between midnight and 7am!

I agree with telectrix, even on a frost setting the heat will build up in the fabric of the building, and when they are not on they the residual heat will last long enough till they come on again, the building will act a bit like a storage heater,absorbing the heat when the heaters are on, and discharging it when they are not.

I was working outside this evening and as the sun went down the tempreture dropped below freezing. My hand went like ice blocks within about 10minutes. Are we saying that the heat in the building from the day will hold the tempreture in the room above freezing for 7 hours before the heating kicks in? what about if it has been below freezing all day? Is this a standard practice you have seen before? Would it not be better to lag the pipes according to the plumbing rules and regs and do away with the heaters? Thanks for your input. Once again your opinion is really useful. Just trying to build up my knowledge so as to offer sound advice to the client.
