It's such a poor quality picture it's hard to tell what it is, it looks like an image from a cable spec rather than a photo. But it certainly looks like some form of SWA or another, I guess from the OP that it is not PVC SWA or XLPE SWA, so could be one of the fire resisting SWA cables or increased conductivity SWA,
