I would suggest it's a plug-in surge protector with provision for protecting a telephone line, a digital ISDN line or a network cable and an aerial cable.
Definitely a surge protector. The rating plate specs confirm it.
The linked one below is universal, but looks to be same manufacturer as opposed to the UK spec in the OP
