looks like it to me to be honest, at least the original braid is in place, I have seen bonding clamps around the sheath many times and the ZE reading poor, have you tested this out of interest to see what the main reading is?

A multi meter not the right bit of kit for this, you are looking for a reading in Ohms and via a multifunction tester or loop impedance tester, I have also just realised this is the DIY forum so apologies for my original reply.
