Went to a job today full rewire to include garage conversion the person that did the job asked for payment and said he would be back in a couple of days to finish off and issue certificate and yes he hasnt been seen since (What a suprise).

Some of what I found, meter tails melted, CU 2 thirds on board the rest flapping in the wind. Two 2.5mm T&E and one 1.5 T&E not connected. 35 downlighters on the one circuit fire damage evident and when I went into attic no fire protection at all on any of them and two joists already black from the heat. I could go on but you get the idea.

Told him wont touch it needs PIR first he AGREED:eek: picked myself up of the floor now I have never had this before. Can I now issue an EIC and cross reference to PIR for the work that I do or is it something else.

You can't issue EIC, nor should you want to either. If the work you have seen is so bad what other nasties await which are still hidden away? If you issue EIC you are taking responsibility.

Do the PIR as you suggest, quote for any work arising and certify what you do only, and that is about all you can do unless he will let you rewire it again, or pull the house to bits to check all is installed properly.

See if you can track down the cowboy and go down the appropriate legal channels. LABC, registered bodies etc.

Seconding, thirding and fourthing that. ABSOLUTELY DO NOT certify anything that you havent installed there. If you are carrying out further works after you've done your PIR, make sure that you state everything that you have done and that you have done remedial work and no more to anything on the existing circuits. If you certify any of this even after you have taken remedial action you will end up in the mire at some point.
 
Thanks Howard did not intend to issue anything just needed to confirm what to do after PIR and make sure it was ok to issue EIC for my work after PIR. I have walked away from a few jobs this is the first time that anyone has agreed to PIR so it caught me out.

Been on the various websites he is not registered with anyone. Even better according to the post office his address dont exist. I have advised client to inform building control and trading standards dont know that he will. Assured him I would sort it out but need PIR first.

I take it I would issue an EIC reference the PIR and state what I have done only
