Hello

If I am adding a new circuit then i would need a full electrical install cert. What tests would i be expected to carry out? just this new circuit or the whole installation?

you must test your new circuit, obviously. there is no requirement to test circuits you have not worked on, but it would be good practice to test the whole installation if only to cover yourself should an incipient fault be present. it all boils down to whethe ror not the client will pay for this. a least, check and test the main earthing and bonding.
