Went to an install today...old wylex 3036 fuses. Boiler on 16A fuse, checked Zs...14.48 ohms. Regs say max 5.75 (I think)...check supply cut off and find its a PME system.
What would you do?

It was to wire a central heating boiler...wiring was 40 year old, early pvc. Turned out it was a supply issue...earth was just pushed in to the cut-out and not connected to anything...hasnt been since year blot.
