After changing a consumer unit, when you test for R1+R2 on lighting circuit and you come across a light socket without CPC, what would you put down on your test sheet (not EIC). Can we put down as “No CPC – R1+R2 not taken”. A light socket without earthing would be deemed as non complaint, isn’t it?

A light socket? No if there are no metal fittings then no cpc would be ok. But In this case you would put it down as a limitation. With words such as 'R1 + R2 VALUE NOT TAKEN ON LIGHTS DUE TO NO CPC'
 
If your changing a CU you would need to fill in a EIC and on the schedule of test results you would not be able to put a R1 +R2 reading as you have no CPC.

I take it that it is a light switch that is missing the CPC I would try and find out why its not there and rectify the fault as it may be smething simple.

If you can't find the fault or the customer does not want to pay you need to endorse the EIC accordingly and clearly mark the CU with a notice sateing NO CPC ON LIGHTING CIRCUIT also make sure no class 1 fittings are fitted prior to leaving the job.
