They are not accessible for maintenance and inspection as they are under floor boards so they need to be maintenance free to comply with 17th, you can use wago’s, Ideal push connectors or Ashley JB’s

IDEAL INDUSTRIES, INC. - In-Sure™ Push-In Wire Connectors

Ashley J804 Maintenance Free Junction Box 20A 4 Terminal

Ashley J803 Maintenance Free Junction Box 32A 3 Terminal

If you use push connectors you need to use an enclosure and clamp the cables, I use plastic surface box with a blank cover and clip the cable entering.

If thats what you have used then the builder can't moan

Builders hate JBs below floors as lots of new floors are either large sheets of board or T&G both of which don't lend themselves to easy and tidy lifting and relaying or clients cover the floors with tiles or laminate or underfloor heating and get excited when you want to rip it all up to get access to a JB.or similar.
The JB then in effect becomes inaccessable
If you need to use JBs it's a good idea to try and keep them accessable, like under doortreads etc where they can be dug up and covered again keeping the mess below the doortread. 17th says they should be accessable.
You must have come across the horror of priceing a rewire by property type and then finding the place covered in parquet or other stuck down cosmetic floor cover.
