What's wrong with this? It supplies an immersion heater, it's not the disconnected line & neutral.

Agreed, earth continuity broken when screws removed.

Even with the face plate attached to the box it won't earth the plate as its a plastic box

To see if the incorrect termination of the cpc was spotted, like I did when I was on the job.

The CPC is completely isolated and terminated, no continuity even with the retaining screws.
