which cert?

i've been contacted by a customer who says she needs a certificate so she can get her key meter switched on.apparently it's been out of use for a year
i asked which type of cert was requested and she said an installation cert. obviously i'm not going to give an eic because i havent done an installation
any pointers what i'll need to do
