I am doing a new consumer unit install on a second story ex council flat. I’ve notice the mains come in in metal conduit with no CPC. On checking further I’ve seen they have split the neutral before the meter and joined an earth cable onto it creating a pme at the fuse board. I believe this can only be done at the cutout and not in the property. As it’s 2nd floor I can’t TT it. When I get access the main cut out room I’ll do an R2 on the conduit but failing this the dno Uk power networks said it’s only their responsibility up to the cutout so who is responsible from the cut out to the flat? Thanks in advance
 
The owner of the up flat is responsible for the system from incomer to their own mains board via maybe the meter ( not so years ago but there we go)
I used to run a earth in the conduit with the tails if there was Tns or Tnc-s or out via the exit route with a earth and slap a rod in
