Not clamped on the short sides, clamped on long sides. What we can see is three landscape panels as the top row, the outer panels supported by 3 rails and the middle one supported by 2 rails. So the installer has thought about it. It is possible to install panels like that, no doubt some architect somewhere has specified it, but I would be astonished if the calculations work on that installation. They look like standard schuco 160 rails, instinctively you would need something much stronger.
