Sorry but if you can't answer the first 2 questions yourself, then I think you should be looking at working alongside someone who does for a while.
 
Hmmm if you are qualified then why are you asking such basic questions? No offence intended, but I wouldn't have you near my electrics!
 
So they're spending all that money on a new extension and want to scrimp on the cost of a new CU? Or is that your "professional" advice because from the look of what you're asking I have to agree with Dillb but I'll go a little further, if you're a qualified spark I'll eat my own shoes.

Something about a mate having a massive extension, an old EMMA fuseboard with 2 spare ways. Can he use these to put a 6a and a 32a fuse in for RFCs. What tests are needed etc. The usual Sunday night nonsense to be fair Murdoch
 
I wouldn't worry about it Murdoch seems the OP has solver the problem and will now practice his incompetence on the unsuspecting public without taking any of our advice.

The scary thing is, now he's decided that he doesn't want/need our help/brickbats is he going to be out there throwing cables about. I'm glad it ain't my house
