A flex should be fitted if it is a portable appliance that is readily moveable. A fixed appliance can have a cable. Most twin and earth will not be damaged by relatively high temps eg up to 70 celcius (although its current carrying capacity will be reduced), but as Mr Marks Sparks says it is unlikely that the appliance is leaking anything like that amount of heat to raise the temperature of the cable.
