Wiring problem

Hi there everyone,
I'm looking for some advice relating to a potential job I've got lined up. The job I'm hoping to do would potentially be one of the two jobs required for joining the likes of NICEIC, etc.
The job:- I have a household requiring wiring to be taken out to a summer house. The householder is concerned about having their house wiring condemmed after inspection. The house has old rubber insulated cable, as well as being on an old fuse board with wired fuses. Also, where the supply comes into the house it runs through a connector that has weepage coming from it. The householder has already done some enquiries themselves and have been given the impression that the electricity supplier would require a new distribution board and or meter to be installed.....would this be the case?
Questions:- 1) If I ran the new circuits directly from the house what issues would inspectors (ie from NICEIC, etc) be interested/concerned about?
2) There is potentially the option to run the new circuits from an already wired garage building. If I was able to run the new circuits from the garage, would this get round any potential problems from taking wiring directly from the house? The garage has a lighting and wall socket circuit also running off an old style distribution board.
3) What potential problems (if any) would I create for myself/customer if I wanted to do this job as an assessment piece for NICEIC, etc?

best way from what i can see from your post would be to henley block the tails from the meter and fit a switch fuse there feeding SWA to your new sub-main. this way, your installation is separate from the house wiring, but i would put a note on your EIC that the house wiring was in need of attention. then your sub-main would consist of RCD and 2 MCBs. depending on the earthing arrangements for the house, it's up to you whether to use the existing earthing or TT at the sub-main. hope this helps.
