Can PVC twin and earth be clipped to a wall on the side of a house? If it's going to a flood or pir etc.
 
i cant realy see a problem with fixed pvc T&E cable to a wall aslong as its got some kind of machanical protection like steel capping etc failing that you could use pvc flex cable like the stuff that supplys sky tv onlny T&E tho ;-)

No PVC should never be installed outside, it temperature range is 0 degrees Celcuis to maximum 70 degree Celcuis it should near be installed outside were temperatures will fall below zero, (some manufacturers state it should not be installed were temperature can fall below 5 degrees Celcuis).

The best cable to use is either FP 200 cable or XPLE SWA or silicon flexible cable in plastic conduit

PVC conduit can be installed from minus 5 degree celcuis to plus 65 degrees celcuis.
 
JB inside then artic flex out to light.:)
Visit IET website and read wiring matter summer 09 article in temporary cable about artic cable, it seem it only suitable for max 110V supply even the blue covered cable.

Doesnt T+E break down from exposure to UV aswell?

Yes it can, another reason for not installing outside
