I've got to quote for renewing some outside lighting on a local pub in a large town, the work will involve working at height with the use of a platform on the pavement. Just wanted to Know what permissions i would need from the local authority, and whether it involves risk assessments etc. The plan is to close the pavement for a day and erect pedestrian barriers and signs on the road ie. a double layer of barriers making a temporary pavement on the road with pedestrian diversion signs at each end. Anyone had any experience with local authority working practices thanks.

You would need to contact the local councils roads department to see if that would be OK. Once you have the area closed off it will become a work site and you will be responsible for all risk assessments concerned with it.

They may insist that you use the 6 foot security fencing to close off the work site, and then will definitely insist that you use reflective road barriers and all the other road safety gear like signs, cones, traffic lights if you are going directly into the road way (if there is on street parking you shouldn't need them).

This is all from experience at working on a shop front in a busy street with my dads joinery company, we done everything above board and since we had no on street parking the council forced us to use a traffic management system as well as everything I mentioned. All we were doing was refitting a window and door plus a wee bit painting. The shop owner was shocked at what we told him but since this was part of work that required Planning Permission he had no choice in going for it as the council would have refused planning permission as he would have refused to take steps to ensure the safety of the public and workers.
 
Thanks for the advice the road in question isn't the main shopping street just a side road thats a dead end mainly used for bay parking with minimal foot traffic. The duration of the job is only going to be one working day if but a long one!. Will give the local authority a bell tomorrow.

Well given that I would say you should only need to fence off and provide alternative routes a sign like pedestrians pleas use other foot way should do the job nicely.
